Mission Statement
Clonegal Tidy Village Association is committed to:
Promoting respect for all people…. supporting cultural diversity.
Promoting and encouraging good neighbourliness within the community
and with neighbouring communities.
Caring for the environment….. for this generation and future generations.
Preserving biodiversity and ecology in the local environment.
Developing facilities for young people and senior members of our community.
Having a village where each person in the community can say “I love living in Clonegal”.

Membership:
Membership shall be open to any interested person.
There shall be no membership fee.

Annual General Meeting
The Annual General Meeting of Clonegal Tidy Village Association shall be held on a flexible date each year. Notice of meeting shall be conveyed by means of publicity around the village, electronic media and where possible in the Local Press, at least 14 days beforehand.
Eligibility to vote at A.G.M
Members of Clonegal Tidy Village and Volunteers are eligible to vote at A.G.M’s and E.G.M’s.

The following business shall be transacted at the A.G.M
Minutes of previous Annual General Meeting
Chairperson’s report
Secretary’s report
Treasurer’s report
Election of Officers and Committee
General Business.

The Committee
The affairs of Clonegal Tidy Village shall be managed by a Committee nominated and elected at the A.G.M. consisting of at least a Chairperson, Secretary and Treasurer, together with other members of Clonegal Tidy Village.
The Committee shall hold office for a period of one year or until the following A.G.M. whichever is sooner. Officers may hold a position for a maximum consecutive term of 5 years.
The Committee shall have power to co-opt other members to fill vacancies.
The Committee may appoint sub-committees for specific purposes. Sub-committees may include members who are not on the Committee and they shall report their deliberations to the Committee for final sanction.
The Committee shall convene for a minimum of at least 6 meetings per year. The quorum for such meetings shall be 4 persons.
The Chairperson shall preside over all meetings. In his / her absence, those in attendance shall nominate a chairperson for the meeting.

Voting
Decisions at meetings shall be by consensus where possible.
Voting on ordinary issues shall require a simple majority. The Chairperson shall have a casting vote in the event of a tie (in addition to his/her vote as a member). Voting where it concerns people shall always be by secret ballot. Voting on other issues shall be at the discretion of the meeting.

Amendments to Constitution
The constitution may be amended only at an Annual General Meeting or Extraordinary General Meeting.
The Committee shall be the sole authority for the interpretation of these rules.
The decision of the Committee upon any question of interpretation or upon any matter affecting Clonegal Tidy Village and not provided for in these rules shall be binding on the members subject to appeal to a General Meeting and shall not under any circumstances be subject to appeal to any court of law.

Extraordinary General Meeting
The Committee may at any time summon a Public or Extraordinary General Meeting of Clonegal Tidy Village, provided the procedures pertaining to A.G.M's are adhered to.

Finance & Assets
The funds of Clonegal Tidy Village shall be kept in an approved bank.
Cheques shall be signed and accounts held by any 2 of the following; the Chairman, Secretary and Treasurer. Assets and equipment of Clonegal Tidy Village shall vest in the officers for the time being, who shall hold same in trust for the members. All purchasing must be receipted and approved at a committee meeting.

Winding-up
A resolution to wind up Clonegal Tidy Village may be passed at a General Meeting / Extraordinary General Meeting specially convened for that purpose. This meeting shall also decide on the disposal of any funds and equipment which may be in the committee's name, or how to meet any outstanding debt. Should there be any remaining balance; this balance should be donated to an agreed charity.
